Why does it say that after you put on your Bare Minerals foundation, you have to set it with Mineral Veil?

Veil doesn't so much ';set'; the mineral makeup as add an extra layer of ligh diffusing minerals on top. Veil is normally quite sheer, whereas the foundation is more opaque to provide coverage.

the veil makes it look more natural, not like you have layer after layer of make up on your face. it doesnt set the proudct, it is like a sheer layer that is lighter and like finishes off the make up basically
